Age: 40. Puffy Bags under eyes when smiling, eyes got smaller over the years. Suggestions?

I am 40yo. I have puffy bags underneath my eyes when I smile. When I don't smile it is ok but have a slight hollowness. Will a lower lid blepharoplasty be a good solution for this? Also I would like bigger eyelids. Would an upper blepharoplasty would make a difference? I would like bigger eyelids, would it be possible to take some of the bone to get rid of the hooded eyes?Also double eyelid surgery (asian) is possible on caucasian? Thank you
