I’m not asking if the tip can be heightened to make it appear smaller. Can the full density of the nose, including the nostrils, be heightened on the face? I know this could stress the skin around the philtrum, if it was possible, but other than raising the tip, my assumption is that it isn’t possible, due to the space the nasal interior has in the cranium, and soft tissue, or technical/surgical limitations.

Based on your narrative, it seems that your question is whether or not a flat and underprojected nasal appearance can be made to project further from the face. Both bridge projection and tip projection may be achieved with rhinoplasty techniques depending on your examination. Nasal shortening can be performed as well, depending on your exam. Usually "shortening" of the nose means decreasing the length from the nasion (top of nose between eyes) to the nasal tip. The most common way of doing this is by rotating the tip upward. I am not sure what you mean by "heightening the full density" of the nose. You would be better served by adding some photos to your question and relating it to an endpoint you have in your mind. Other than that, it is hard to know what you mean.

Can the nose be shortened? The nose can be shortened, but only by elevating the tip and Columella. If just the tip is elevated without elevating the Columella, this is shortening with rotation upward. If the columella is raised along with the tip, the nose can be shortened without significantly changing the nasao labial angle, I.e. with less rotation of the tip. The nostril location however is fixed and cannot be changed where the nostril attaches to the face.
