Can I have local anaesthesia for columelloplasty and a lip lift? (Photos)

I believe I have a hanging columella and my lip also covers my teeth when I smile and you cannot see my teeth when my mouth is at resting position. Can these two surgeries be combined and can I have local anaesthesia during the procedure? I’m really scared to have general anaesthesia. Please see photos attached.
