It appears as though your lower jaw is retruded/set back. You may want to consider jaw surgery to treat the problem rather than upper lip reduction. What you are basically describing is a mismatch between your upper lip and lower. Though your upper lip is protruding in relationship to the lower it’s clear to me ( based on your photos) that your upper lip is properly situated while your lower is actually responsible for the mismatch. Essentially, your lower lip is placed too far back because the chin on which it is situated is weak and receding. Your lip is not the problem, but rather you small jaw. I would suggest meeting with an oral surgeon, being examined and X-rayed, and discussing your options. Just based on your photos, moving the jaw forward will should you that your upper lip is just fine.
