my upper lips is bigger and not aligned with my lower lips. Do lips reduction fix it or do I need another surgery? IAlso does the Philtrum get Thinner i dislike the rounder look, makes my lips unable to close. I already had orthodontics.

The only way to shorten your philtrum, is todo lip lift. This will require a scar underneath the nose, which may be very visible in your case? You should start with lip reduction, wait for 6 months plus until result matures and reevaluate your needs. Good luck.
Don't do it. You will regret it later in life (or even right off the bat). You have very nice lips already. Just because someone might agree to do it doesn't mean you should.
