I am constantly running up and down stairs taking 4 dogs for a walk.... what type of diet is best to reduce below the waist body fat? My stomach, butt and upper thighs are bigger than they have been in years. I sometimes sit and have a full meal but normally just eat a few small meals a few times a day.

From your photos you appear to be a good candidate for a tummy tuck. This will likely remove your old scar as well as tighten and flatten the tummy. The new scar should be fairly low under the panty line and give you a nice result.
