Thank you for posting your question here.I will start by stating that my answer will be based on the limited information and pictures provided , for a more bespoke plan please consult with your plastic surgeon in person.The skin under the eyes is fairly thin and in certain occasions tends to show the color of structures underneath such as veins etc . This can happen just by virtue of the skin being thin or due to other issues such as chronic allergy "allergic shiners", lack of sleep etc.if you have none of those conditions and still suffer from dark skin under your eyes then you might want to discuss placing filler or fat in that area to thicken it , I would personally recommend fat transfer , it's more reliable, and natural, while filler if done wrong can lead to further discoloration or puffiness and more pronounced tear trough.I hope this helps, best of luck!
