Doctor said he won't perform surgery for my chalazion. Is it really possible to have permanent chalazion? (Photo)

I had upper eyelid surgery 2 years ago. After the surgery, a chalazion appeared on my left eyelid and it grew gradually. Because of the pandemic I couldn't get a chance to see a doctor in the meantime. Today, I consulted a doctor about my chalazion and he told me that there is no point performing surgery because it can't be removed. He gave me an eye pomad and an eye drop. I really want to get rid of my chalazion because it's so annoying. Is it really possible to have a permanent chalazion?
