This may be a good situation for a light laser or chemical peel type approach. At rest your photo shows much smoother skin.
For under-eye wrinkles, several procedures can help, depending on the severity and underlying causes (like skin laxity or thinning). Here's a breakdown of surgical and non-surgical options:1. Non-Surgical Options*: - Dermal Fillers - Laser Resurfacing - Microneedling with Radiofrequency - Botox - PRP (Platelet-Rich Plasma)2. Surgical Option: - Lower Blepharoplasty. If wrinkles are more pronounced and skin laxity is an issue, **lower blepharoplasty** (eyelid surgery) might be the most effective solution. This surgery removes excess skin and tightens the under-eye area, reducing both wrinkles and puffiness.
Given that a large degree of the wrinkles are created with motion, selective, low-dose neurotoxin (e.g., Botox) could help minimize some of these lines. I would definitely start at a low dose and re-evaluate in 2-3 weeks. Too much may make your eyes appear hollowed with smiling or pull the eyelid downwards leading to too much scleral (white portion of the eye) show. There also appears to be some textural changes to your skin at rest. This could be improved through laser resurfacing (CO2, erbium) or chemical peels. Given your fair skin, I would expect that you'd tolerate this well with minimal pigmentary risk.
The best way to prevent wrinkles on the lower eyelids is to wear daily sunscreen and avoid excessive sun exposure.Prevention is far better than the treatment options.Treatment options may include Botox, laser, resurfacing, chemical peels, or volume restoration using fillers, or grafted fat.None of these treatments will eliminate the wrinkles and often with time they will return even with well done treatments. It’s a difficult condition to fix with quality outcomes that are lasting.Daily use of sunscreen and avoiding excessive sun exposure are the best ways to prevent the conditionBest,Mats Hagstrom MD

You would benefit from a brow lift. Your eyebrows are too low on your forehead as well as you have a high vertical forehead. A brow lift will lower your hairline, decrease the vertical height of the forehead and elevate the eyebrows. Best Wishes, Gary Horndeski, M.D.
