Is there a way to perform a reverse brow lift when there is no forehead laxity?

Hi, I had a browlift two years ago and my brows are now too high. I asked the surgeon if he could reverseit and he said there wasn’t enough skin laxity in the forehead and he didn’t recommend a skin graft but he didn’t say why. Does this sound right? Any information is appreciate it!
