First seek out a plastic surgeon that specializes in cosmetic breast surgery. This is often cosmetic and not covered by insurance. Secondly document weight change and breast size change over the past 6, 12 months and beyond. An implant may be required but often is not. Most often a breast lift or reduction is required.
Some people have more asymmetry between the two breasts than others. Various techniques can be used to improve the symmetry. This can be handled with lifts, augmentations or reductions in combinations. Best to be seen in person.

I would suggest meeting with a board certified plastic surgeon and being examined. During the consultation, you will be measured to see what range best fits your frame and tissue. You will also be able to try on a variety of sizes to see what you like.

Consider the breast augmentation and areolar reduction as a 2 stage procedure. Depending on how big you go, the stretch from the implant may widen the periareoler scar if done together.
