Hello, thank you for your question. Sometimes there could be a small umbilical hernia in the belly button (umbilicus).  This reason is the most likely possibility although there are a few others, a physical examination is needed. You may benefit from an umbilicoplasty, it involves going in to deepen the belly button and reshaping it to your desired look, I recommend you consult with a Board-certified plastic surgeon for optimal results.
