I'm not sure what treatment options are available for something as uncommon as this but any recommendations are appreciated.

it is hard to tell for sure without an examination. Generally speaking, it is possible to get an outie with a surgery. If you are considering a surgery, I would suggest you to consult a board-certified plastic surgeon. Only after a thorough examination you will get more information and recommendations.

Hello, thank you for your question. If there is truly no hernia, and the umbilicus just needs to be tacked down to the fascia to make an innie from an outie, this can probably be done in 15 or 30 minutes (depending upon expectations and how much subcutaneous fat you have) under local anesthesia.
