Hi! I am a 25 year old female, I want to slim down my pre-jowls/neck fat. I’m wondering what procedures would be my best option? I’d like to stay under $5k in cost. I’ve heard Facetite, kybella, lipo, etc. Wanted to get some opinions before moving forward with a single consultation. Thanks!

There are a number of options for neck tightening, many of which you mentioned, such as kybella, coolsculpting, body tite, and some others, but the tried and true best way to do it is via liposuction. This will remove the majority of the excess fat and get your neck as tight as possible with given one’s anatomy. 
Lipo is the best “one and done” option to address your neck. We usually charge about 4800 for neck liposuction so it would be within your budget.

It's difficult to tell from your limited photographs, what the most appropriate procedure would be. Liposuction can only accomplish removal of the fat deposits above the platysma muscle, while a surgical neck lift is required to remove the fat deposits above and below the muscle, which also includes a platysma plasty to significantly improve the jawline. You appear to have deposits, located both above and below the muscle
