Is this eyeball asymmetry noticeable?

I can't tell if I have just looked at the Images long enough to notice it or if its easy to tell. Are my Eyes clearly asymmetrical, the right eye being above the left...my left eyelid closes a little more (lazy eye?) so that might contribute to that asymmetry

No, this is upper eyelid ptosis. You would benefit from a detailed in person assessment. Most oculoplastic surgeons you see are likely to offer you a posterior approach ptosis surgery called Mueller's muscle conjunctival resection ptosis surgery. However what you are likely to need is not that surgery but an anterior lavator resection ptosis surgery. These surgeries are best performed under light intravenous sedation. This should be done in an accredited surgery center not in someones unaccredited procedure room under just local anesthetic. Your eyes can be your best feature.

All people have a significant amount of facial asymmetry.
From my personal observation, it seems that most patients have a left orbit that sits higher than the right side.
It can be the other way around like in your case.
Peoples facial asymmetry is primarily based on bone structure rather than soft tissues.
You do appear to have a slight degree unilateral upper eyelid ptosis. 
For that, I recommend consulting with oculoplastic surgeons in your community.
The treatment is sometimes done by plastic surgeons or facial plastic surgeons as well.
The surgeons background is not as important as their actual degree of skill and experience.
Ask providers to open up their portfolio and show you their entire collection of before and after pictures to get a clear understanding of The degree of experience and what typical results look like.
Experienced surgeons should have an extensive collection of quality before and after pictures.
Correcting structure based asymmetry is generally not indicated.
During embryological development, the two sites of the face develop independently from each other and eventually fuse in the midline.
This helps explain much of facial asymmetry, especially below the forehead.
The two issues are separate and most likely unrelated.
I think addressing the eyelid position is worthy.
