What can I do to reduce these unsightly spots on my legs? (Photo)

I have these little bumps all over my legs where my hair follicles are supposed to be. I believe it is KP. I am disgusted and often hide me legs because of the way they look. Could I try exfoliating, laser, bleaching creams, chemical peels, or something else? I'm lost as to what to do.
