Can this stretched out, bulky skin on my face be cut out?

Hi I had radiesse on jawline which stretched out my skin and created bulk. Radiesse is gone as product goes away in a few months and leaves scar tissue/collagen which is what I have there now, Can this be cut out? I do not want a facelift to just pull as it still shows the bulk it created

Generally, Radiesse lasts ~ 15 months. So, there could still be product remaining resulting in this issue. 
There may be a gradual reduction in time, so I would be patient. Pictures would help. Additionally, discuss your concerns with the provider that treated you for personalized guidance.

To make ann assessment we generally need to see pictures.
Fillers can leave long-term changes.
We don’t really understand the ideology of why this happens, but it is most likely to be because of inflammation and creating some scar tissue.
Surgically, removing this tissue may be challenging.
 I suggest having a few in person consultation with plastic surgeons in your community to get a quality assessment and better understanding of potential treatment options.
