You may need a procedure to elevate your other brow to improve symmetry which can be done by an incision in the temple region inside the hairline where there is not a visible scar. Lowering the higher brow is less certain but coukd I y be evaluated in an in person examination. The best options are best determined after an examination.

Without an examination it's hard to say what may be causing your brow asymmetry. a pre-injury photo would be helpful. There is a good chance there was some internal scarring which can cause some distortion. The simplest solution may be some botox on the effected/elevated side to relax that brow. Alternatively, a surgical lift of the left brow may help to restore symmetry compared to the right side.
