Why does it seem like there isn't a great option for permanent cheek augmentation? Is the flowers extended infraorbital implant a good option to get good cheek projection? Is bellafill a good option?

Facial sculpting and contouring can be created with well-placed fillers (Voluma, Countour, Radiesse, Bellafill) and Sculptra, which would give improvement in facial balance. Fat or implants are alternatives. I recommend getting a formal evaluation with a facial sculpting expert. Best, Dr. Emer

Cheek implants do provide permanent augmentation, unless they are removed.  There are a variety of styles and sizes of cheek implants and your surgeon would be able to determine which implant might be best for you.  Bellafill is another option for long lasting cheek augmentation.  This can usually be customized a bit more than implants, because the filler can be placed into more areas than an implant and the sides of the face can be treated differently, if needed.

Implants are a permanent option for cheek augmentation. 
To know if the implant you describe is a good option to get a "good" cheek projection or not, first, you would need to define your exact needs, likes, or dislikes for your cheek augmentation requirements. 
There are many implant styles; unfortunately, none of these are made exclusively for you, and that in and of itself could be why you think there isn't a great option for permanent cheek augmentation. 
Custom implants solve the too much or too little augmentation problem because instead of thinking of others' styles, you are inspired to think of your style and your needs alone.
Custom implants are perfectly fitted and placed over the form of your cheekbones and are designed in a way that'll produce the volume and contour you and your doctor intend to achieve.
