Sudden electric shocking sensation at about 3 months post op from BBL.

You are correct, go see your surgeon.    There are many nerves in the area.   One of them was probably hit and you might be developing a neuroma.      Hope all works out for you.   A lot of times after an infection, a lot of fibrous tissue is present and the graft might not take well.   If it does not, consider buttocks implants.
