Lip filler sitting near lip border? Is this normal?

I'm sorry you are unhappy with your filler treatment.  The result you are seeing is likely from injector technique.  You can elect to have the filler dissolved with hyaluronidase if you do not wish for it to wear away gradually.

It is possible that more filler was injected close to the borders. It is also possible that filler moved due to increase dynamic movement of the lips the immediate days after injection. At this point, the filler is settled with tissue. You may consider adding more fillers into the body of the lips to give them more volume so that noted shadow would disappear. Alternatively, you can wait until fillers start to dissolve slowly as time passes. 

This could be the product that moves to the border. This will dissolve on its own in the next few months but if this continues to bother you, follow up with your injector. 

Hi Cece136, thank you for your question and I understand your concern. If more filler is placed in the vermilion border of the lips versus in the body it can cause an undesirable final result. There are several important injection techniques for the best, natural looking results with lip filler:
Choose a filler with a proper consistency
Keep the lower lip fuller than the upper lip
Add more volume in the middle than the sides of the lip
Inject more in the body of the lips than in the border
Don’t do too much
