it is hard to tell for sure without an examination but based on your photos, it looks like you might benefit from belly button revision surgery. Thank you for your question and photos. Without having a examination it is hard to tell whether you would benefit from belly button revision surgery. This kind of revision can be quite tricky in getting the results you are looking for. I recommend that you consult with a board certified plastic surgery who can advise you on your best options and expectations All the best  

so making a vertical belly button would be quite challenging when starting with a 'frown' like yours.  If you wanted it more 'open' some skin from the upper edge could be removed with the scar placed on the underside so its not really visible but this will still leave more of a horizontally oriented belly button.  A traditional mini-tuck where the belly button is not detached and the skin pulled down will create a more vertically oriented belly button... but you may not like it too much after you see it.
