Does minoxidil make new Hair growth from a follicle that has only 1 or 2 hairs?

I was told that a single follicle can have up-to 3 hairs and during balding these follicle will come to a stage where in they have only one hair and then no hair. Does Using minoxidil reverse this even at a late stage?

Answer: Minoxidil does not multiply existing hairs. Minoxidil may give you fine thin hair growth.
