Does minoxidil make new Hair growth from a follicle that has only 1 or 2 hairs?

Minoxidil does not multiply existing hairs. Minoxidil may give you fine thin hair growth.  It is not a cure for genetic balding.

No, Minoxidil won't grow new hair, if it works in your case Minoxidil will regrowth miniaturized (short and thin) existing hairs. If the follicular unit contains one miniaturized hair then Minoxidil may regrowth that hair, if it is 2-hair follicular unit  it will grow 2 hairs only, etc. So, in summary Minoxidil doesn't grow new hairs.

Minoxidil grows new hair but does not add a hair to existing hair follicles that I know of. Nobody knows for sure
