There is not really a lower limit on age (minors must have parental consent), as it is your general health which is more important to having the surgery. I would say that a 18 year old is extremely malleable and responds very quickly to exercise regimens, while a 45 year old who has been working out for 10 years is far less likely to improve their physique with conventional measures.
