It is indeed best to follow up with your surgeon but in the mean time, use over the counter Bacitracin Zinc ointment with a bandaid and wash the area normally with soap and water. Change the bandaids at least twice a day. We generally recommend avoiding Neosporin since most patients develop an allergic reaction to it within a few days.When we see any delayed healing we usually prescribe Silvadene cream and this nicely facilitates your healing. It is not unusual for people to have some healing issues with regards to their belly button. Your condition does not look concerning. It will almost certainly be just fine, but it may take slightly longer than usual. Certainly see your plastic surgeon this week but I do not feel that there is anything to be worried about.
