Your high MCV and MCH will be evaluated in context of your other blood results and other medical information. In of itself, these scores should not preclude surgery. Your surgeon should take all proper precautions including speaking with your primary physician/internist to get more detailed medical history.
I am unaware of any hematological disorder that would preclude you from having a breast augmentation based on a high MCV and MCH.
