Typically, the upper lip should be about 2/3 the size of the lower lip although that is not an absolute and personal preferences can affect your choices. A lip reduction or reduction cheiloplaslty is an outpatient procedure that can be done under local anesthesia or with sedation. The incisions was typically made inside the lip so that they are not visible and it can cause the upper lip to swell for about two weeks or so. Diet is also restricted after surgery and the surgery can be repeated if further reduction is required. I would recommend consultation with a board certified facial plastic surgeon in your area.
