I personally would not have a problem with you sitting in the Jacuzzi but this is something more properly addressed to your own plastic surgeon.
You should ask your surgeon, but I cannot imagine more then 3 weeks - mostly the concern is getting congestion or bleeding from a hot bath.
sitting in a jacuzzi will cause you to vasodilate and may cause bleeding from your nose. I have not seen it after 2 weeks so 2 weeks post op should be OK, but ask your surgeon.
It is always best to ask your surgeon but as long as you do not dunk your head, you are probably ok once the splint is removed.
This is a question that you need to ask your plastic surgeon. I would imagine that once the sutures are out and the splint has been removed it is okay to get in the hot tub. Just don't dunk your head.
The benefit of nasal splints are packing is debatable in any event. Certainly after four days they have fulfilled their use.
