If the eyeliner is brown or black, it should be successfully removed with a q-switched Nd:Yg laser. However, some permanent makeup inks that will change to different colors after the laser treatment. Thank you for your question. It is not recommended to have laser removal on tattooed makeup as most of the ink used for this procedure is not the same as used on the body. This is because more tattoo makeup contains metals, such as iron and can result in the tattoo turning a rusty brown or black color. You definitely want this done in a medical office not a spa.  You will need to have eye shields inserted.  That said, cosmetic tattoo ink often has "metal oxides" in them and they can turn a orange/brown color which will not be removed.  We do not recommend trying to remove these inks with laser.  Seek an cosmetic ophthalmologist or dermatologist for a consultation.
