Can I change my belly button position after a tummy tuck?

Naa321
I made a fleur de lis tummy tuck 18 months ago and I think my belly button position is too high. I went to the surgeon and asked if he could only put the belly button a few inches below where it is, but he said that the entire operation would have to be done again (the whole thing). Can't I make this procedure without having to cut everything all over again? Isn't there a more simple way to do this? A smaller procedure
