I have a hyperpigmented keloid scar. Can the Fraxel laser be used to treat it?

The keloid arose post-cautery of a wart. It is much darker than my skin ( and I have coloured skin tone). Another question that I have, post the fraxel laser session could I go to the beach or get exposed to the sun normally? Or will there be a risk of further hyperpigmentation.
