On 1/2/18, I developed chemosis in one & it persists, despite drops, ointment, massage...I am so sick of having a watery, swollen eye. Some days it looks like it is going away, then it comes back. My Dr told me several months ago 'it takes time' How much time??

Yes, you do appear to have a negative canthal tilt. This is usually addressed with a canthoplasty or canthopexy. The canthopexy involves suturing your superficial lateral retinculum higher on your lateral orbit.
