Judging from your photo, it does not appear that you are in need of a brow or temporal lift. These lifts do not general lower the hairline unless they are planned to do so, with superior forehead skin being removed. Traditionally, the entire scalp is either moved posteriorly or a strip of hair bearing scalp is removed behind the hairline.
The brow lift would not lower the hairline unless the patient has a high forehead that would benefit to be less high. In which case the incision is planned in front of the hairline and forehead skin is removed.In your case, your forehead is not too high and your brows are in proper position. The slight excess skin of your upper eyelids could be treated by a skin only blepharoplsty. This is a much less invasive procedure than the brow lift. A sligh brow elevation can be achieved by judicious use of neurotoxins like Botox or Dysport.
Your eyebrow position is excellent so there is no need for a brow lift based on this photo. Your hairline also seems to be in a normal position. From the one very limited photograph, you do not need a brow lift, since the position of the eyebrows is perfectly normal. You also have a low hairline, so there is no reason to make it lower. The goal of a brow lift is to raise the eyebrows, improved asymmetry in the eyebrows and soften the corrugator muscle and frontalis muscles when there are wrinkles present. Depending upon placement of the incision, the hairline can be raised or lowered.

If you are going to have the thread lift to the brows then I would do that prior to your brow micro blading touch up. I would however, discuss reasonable expectations and longevity of the PDO Browlift as you are likely going to need that touched up as often as your micro blading.
