I want to shorten my midface (from the top of my nose to my bottom lip). Can this be achieved by rhinoplasty & lip lift (shortening my nose & philtrum each by 1-2 cm?), or would maxillofacial surgery be an option? Can shortening the midface by cutting into bone be performed without a prerequisite of serious disfigurements? Does this shorten the whole face (i.e. distance from eyes to bottom of chin)? Are general plastic surgeons aware of this procedure/capable of performing it? What is the cost?

A rhinoplasty would be a nice option for you. It would reduce the dorsal hump and nasal projection and in the process reduce the visibility of your nostrils. A nostril width reduction may not be necessary after the dorsum and tip are addressed.
