I had a lipo/BBL 3 weeks ago. Can I smoke hookah and drink wine? If not when?

I recommend asking your surgeon for his or her recommendation.
I would take a conservative approach and recommend waiting at least 6 weeks before smoking. Any kind of smoking can rob your red blood cells of oxygen which can compromise healing. Since one of your main concerns is making sure that fat that has been injected lives, you want to make sure that fat has good blood flow. It's not worth compromising your results with any kind of smoking too soon.
As for wine--I would recommend waiting until you have stopped using any narcotic pain medication before consuming any alcohol. By three weeks I would hope you'd be finished with narcotics.
