The use of Finasteride(Propecia) should not have any effect on scalp psoriasis.However,I would recommend having an evaluation by a Dermatologist.

Psoriasis is an inflammatory scalp condition. It is not mediated to any significant degree by DHT. Neither using or not using finasteride should affect a person's psoriasis.

20-30 is fairly low, but the 'normal' number can vary greatly depending on your hair length and hair density. In general you don't need to worry about how many are falling unless you can see/feel a difference with your scalp.
