What do I do if the P.S. didn’t do what we originally talked about?

I had a consultation and we had talked about doing my hip dips first and anything left could go into the butt so on the paperwork it just said BBL and Lipo even though I was getting my hip dips first and mainly. After all said and done he didn’t do hip dips first so when he got to them there was no fat so I still have hip dips and paid 20,000 to still have the original problem. Now he wants more money to fix it and I’m almost out of fat. I’m 5’3 130. Am I just screwed due to his mistake?
