When I was in my 20’s, I had an extensive bilateral orbital decompression. Now 25 years later, my eyes reverted to normal which has left my right eye looking entirely different than my left. It is 2 mm lower than my left, the lids are different and shape. I would like to correct my right eye to look like the left.

Your best option is a transcutaneous lower blepharoplasty with removal of fat and skin. You could benefit from laser resurfacing in addition to this, but this will not remove the need for surgery. Please visit with a board-certified plastic surgeon. Good luck!
