I had a nose job this summer, but I’m bothered by the lower half of my face. I was wondering what I should specifically do to make my face feminine and pretty?

We should be able to greatly improve your neck and jawline through a small incision underneath your chin. This can contour the skin, reduce laxity, and reduce the chin hang
Unfortunately your photo cuts off at the bottom so I cannot see the entire photo. In general, a genioplasty with jawline contouring can help to achieve the aesthetic goal you are looking for. You may also consider buccal fat removal, to help reduce some of the weight/fullness off the lower cheek...
Hard to tell without exam, but it could be scar tissue, a cyst, or potentially abnormal bone formation. It should be able to be removed through an intraoral (inside the mouth) incision.
