Could be excess blood and scarring?? best to seek IN PERSON second opinions... I might try external ultrasound or ThermiSmooth RF therapy... 

Has your surgeon recommended scar massage?  Although these areas typically soften with time, you can optimize your results by performing scar massage.  Use an oily cream such as Eucerin crème or Bio-oil and apply it to your scar and entire neck area.  When you feel the hard "bumps," slow down and focus with firm pressure in these areas to help smooth out the scar tissue.  If you perform this 2-3 times every day, 10 min at a time, you will see results very quickly.  You can benefit from scar massage for 1 full year following your surgery.  Best of luck to you!

That hard lumps that you see are not normal following neck liposuction.  They may be areas of partially damaged fat or a fluid collection.  I suggest that you have an examination by a board certified plastic surgeon to diagnose the cause so the treatment may be planned.
