I'm sorry you do not like the appearance of your eyes. We all are made differently, but I don't think you have ugly eyes. If you are determined to do something, however, I would suggest botulinum toxin (Botox) to your forehead, which will cause some brow droop and give you a more hooded appearance. This is reversible, and the best solution if you were to do anything at all. The lower eyelids could undergo a lateral canthopexy, which will pull up the lower eyelids slightly. You need to be careful with this surgery or it may radically change the shape of your eyes. From your picture, you show some inferior scleral show (the white of the eye noticed under your cornea). This can be improved to a certain degree with a canthopexy and disinsertion of your lower eyelid retractors. Some have found success with spacer material in the lower eyelids to push them up a little or even a dermal filler. Your eyelid skin is quite thin with very little fat present, so spacers or filler may give a displeasing appearing bulge to the area. I would in summary be very wary of lower eyelid surgery, and seek out an experienced surgeon with cosmetic eyelid plastic surgery if you did anything at all. Best regards.
