Had an upper and lower bleph two and a half years ago and wonder if a brow lift (or even just laser) would help with what appears to be excess and sort of lumpy looking skin?

It's difficult to tell from the photo the correct recommendations for you. A brow lift should reposition the brows resulting in a refreshed, natural look. It should not create a "surprised" look. Botox is helpful in treating the glabella area and softening the furrowed look. Laser treatments...

I encourage you to begin by visiting with a board certified plastic surgeon for an evaluation. Though you will need to take a break from tattoo removal, once healed the two procedures should not interfere with each other.
