I see no reason that BBL is contraindicated in a patient with Vitiligo. BBL does not cause hypopigmentation. It targets the abnormal pigment and vascularity in the skin. I would not recommend any light or laser treatments for someone with Vitiligo. You never know if it can stimulate the disease in a new location or if it will make the skin of your face too light since you are prone to hypopigmentation. Better to be safe than sorry in this case since hypopigmentation is very difficult to treat (as you know).
It is safe to have BBL treatments on the neck or chest. There is no known association between BBL treatments and thyroid cancer. The thyroid area can be covered during treatment if necessary.
