We have had success in treating this sort of post-inflammatory hyper pigmentation and scarring, but it requires more than one modality. First, the skin condition needs to be controlled. You mention ingrown hairs but you might have a skin condition called keratosis pilaris. Typically we combine topical exfoliation with daily use of lachydrin lotion. A body wash containing some glycolic acid helps too (ex: ViDerm Body Wash). For procedures, consider IPL treatments for the pigment and possibly some laser skin resurfacing.
