I had Botox for the first time, zero effect at 7 days. Does that mean I'm unlikely to see anything happen from now?

I had Botox for the first time, 15 units between the eyebrows 7 days ago, with no sign of any effect at all: I have full scowling movement and no feeling of numbness or heavyness. I understand it takes up to 2 weeks for *final* results, but if it has not had any effect at all by now, does that mean I am unlikely to see anything happen from now and the treatment did not work?
