The Venus Legacy uses radiofrequency to generate heat and magnetic pulse technology.   Many enzyme processes are involved with response to healing.  Dehydration could hamper response. Any lipolysis needs to excrete broken down cellular contacts which hydration helps to excrete metabolites.

Dehydrated skin is very tough to heat effectively. It's best to drink water before because the skin simply heats and maintains the heat better, which makes the treatment more effective in general.
