Okay so idk if I have some kind of rosacea on my face or KPRF but what would be the best laser for my skin? (photos)

I have broken blood vessels from being bit by a dog when I was little under my left eye, but I also have them around my nose underneath and around my nostrils. I also have redness on both of my cheeks that I’ve had since I was little. I have kp on my upper arms but I’m not sure what it is on my face. My dermatologist says she doesn’t really know what it is but she’s given me multiple creams that DONT EVER work! I need answers!
