This also depends on the amount of skin and muscle that is removed.   This is a very common procedure for my patients who have tattooed their eyebrow and want periorbital rejuvenation.   From your picture, you have a slight amount of lateral hooding that can be addressed with a sub-brow lift.  This can be done under local anesthesia with a very fast recovery.  Most often, you will see a subtle change the brow arc; but this does not deter from the efficacy of the procedure.

To deepen the  upper eyelid crease involves removal of skin, muscle, and fat on the upper lid. this is considered upper blepharoplasty procedure which can be performed under local or general anesthesia
