5'3" and 130 pounds, 475 cc HP or 520 cc HP? (Photo)

Currently I'm a 34 A. 5'3 and 130 pounds. I had a consultation with one PS who said I should get 475 or 520cc silicone high profile to achieve the goal I want. I met with another PS that said the max I should only get 350 cc HP silicone. I'm confused I obviously want to get the 475 cc or 520 cc. So please help me pick a cc amount that is safe for my size.
