Is my issue puckering ‘dog ears’? Since I paid for the liposuction on my sides where it is, would it be covered to fix? (photos)

Im 11 months post op Breast Reduction /Lift.. where my drains were at the end of my incisions are very puckered out. I paid to have my ‘side boob’ liposuctioned out of pocket because I was told it would look odd if I did the front but left the side fat and this cost me over $1,000. Besides that I love the work that was done. At about 6 months they said I was still swollen and it would go down but it hasn’t. Just wondering my best plan of action or if this is a different issue all together.
